Anyone know of any good buys on a 250 or 350. 99 and up. For less than 23000. Any help would be appreciated.

Depends on where you are at. Some areas of the country are easier to find used diesels, other aren't. The other thing is mileage, body style(CC, SC, LB, SB) these are also significant factors. The easiest recommendation is to look in Autotrader.com. That way you'll get a national look. Do you need a diesel or will a gasser take care of your needs? There are just as many things/options to look at in a Superduty as there are in a F-150.
