The actual seats are all over Ebay, but anyone know what it'll take to mount/install it if the truck didn't come with one? Mine just has 4 cargo hooks in the back.

If what you are describing as cargo hooks are slots in the floor with a bar going across, then that is what the seat anchors to. I know they made some changes in later years, so I'm not sure if the seats are universal from year to year. If you can find a 98' seat thn it just slides in and hooks. The nice thing about the Expeditions and the Navigators, they only had two color choices, so it makes it easier to find your color. Good luck

 

Go by a dealer or used car lot and look at an Expy or Navi that has the third row seat. Have the salesperson show you how it is installed/removed. Note the mounting slots mentioned above, if your doesn't have them you can't have a third row seat installed without major work.
