Brake lights not working on either side and signals not working on front or back

Hi I have a 2001 Ford expedition. The brake lights don't work at all and the signal light don't work on front or back. Change the electric flasher and bulbs and fuses. I have notice when the hazard is on the on position and put ur foot on the brake pedal the brake lights will light up have any idea what might be wrong ?

Does the high mount stop lamp work correctly?

What specific fuses did you check?

Have you checked the grounds under the hood and behind both front kick panels?

Do the headlamps and running lamps (front and rear) work correctly?

I had changed fuse #13 with a new one and even changed both fuses for towing. The high mount light isn't working at all and I had put a new bulb in it also The head lamps and parking lights all work fine. The license plate lights aren't working either. I had checked and cleaned the grounds under the hood and still no difference

The license plate lamps are part of the running lamp circuit. Treat them separately.

Did you check for power to the brake switch and check the switch itself?

I had check for power at the brake switch and there isn't any. I put a new switch in. Have any other ideas on what to check? Now I have another problem. Turned the heater on and it's not coming on. I changed the resister and the switch and still nothing but the heater for the back still works

If you didn't have power at the switch, then why did you replace it?

Check for continuity between the supply side of the switch and the load side of the fuse that it runs off of.

Turned the heater on and it's not coming on.
WHAT is not coming on? Be very specific.
