Tailgate Paint Bubbles

I have a 2004 Expedition and I have noticed a few places on the tailgate that the paint seems to be bubbling. After researching this, I found out this is common and the tailgate is aluminum. My truck is in really good shape and I would like to fix this...how would you go about fixing this and keeping the problem from coming back? Thanks.

I just searched this forum and didn't find anything on this. I know I've seen plenty of Expy's in the 03-07 models that have the paint bubble between the glass and the lisc plate/lift gate handle. My wifes was doing it pretty bad and I thought it was corrosion. While washing it last week the paint flaked off and I saw the metal underneath. I thought it was galvanized, but maybe it is aluminum. Either way, I was looking to see if Ford was covering this for other people because I've seen it on so many other lift gates. I'm gonna do more research on it.

This company has done the R&D on the issue, has the docs to support your claim with Ford or to reclaim through small claims court
