01 Expy IDLE Issue 4.6l

I recently cleaned the Throttle Body because of a EGR code and replaced the PVC hose that was leaking because of a Oxygen Sensor Code. I have been fighting a bad idle issue when the engine warm up and you come to a stop and even when you are taking off . I have replaced the Plugs, COPS, swapped out the IAC, EVR and Vapor Management Valve and cleaned the MAF. Today I had my wife drive an stop when it started the idle issue and found that when I pull the vauum hose off of the EGR it stops idling badly. It appears that maybe something is activated when it doesn't need to be. Any ideas? No CEL codes are being posted for this problem.

I have cleaned the Throttle Body and replaced the Plugs and COPs. I have tested the EGR by providing vacuum with the engine idling and it causes te idle to stumble.
