My wife has an 03 Expedition. Today her window would not go all the way up. I took off the door panel and was looking for a problem and I noticed that the cable that is used to move the window up and down is frayed, which explains the crackling noise. I have the window up now but I am not sure what I need ? Can you just replace the cable itself and is this job something you can do yourself ??

Same thing happend on my 03, complete with the crackling noise you describe. I believe it was called the Window Regulator. I had it replaced under warranty.
