Question about Expy

I have a 1997 Expedition and under the steering wheel next to the fuse box there is something labeled as "Data Link Connector." I was wondering if anyone knows what it is or can be used for. Thanks

It's the OBDII diagnostic test port.
Used for pulling diagnostic codes with a scan tool.
