Our '99 EB Expy has a stuck seatbelt in the middle second row seat. it typically will not pull out (it's like the catch is flipped), and when you do get it out, it won't retract.

Any tips out there before I go to dealer for servicing? We have a new baby (#3) that needs the seatbelt to work!!! He's religated to the back for now....
