True duals on a 1998 2wd

Hey guys,
I went to 2 different exhaust shops here in town and both said that true duals can't be done on the 1998 F150. Is this just because of the fuel tank on the drivers side? However I read about trucks with TDs and H / X pipes. Are these all custom installs?

See now that just pisses me off. I mean damn they have all the right tools and hardware to do the job and still refuse the work. If I was a shop owner I would weld up an exhaust outta water heater duct and empty soup cans if a guy wanted it and was paying for it!
