Dynatech LT's Throwing Codes
To update this post, I fixed the problem. The O2 sensors were swapped and I fixed it. Reset the OBD and after the next drive cycle the P0137 was gone, but the P0430 came back up. I ended up getting the original dynatech install manual and finally realized that there are 3 O2 bungs on each side of the truck. On each side there are 2 in the cats and one in the exit pipe(or Y pipe if you dont have duals). The downstream O2 bung on the drivers side cat was not plugged and had the O2 sensor installed in it. So I plugged the downstream O2 bung in the cat and reinstalled the sensor on the pipe after the cat.
So, to sum it up there should be a sensor in the front O2 bung on the cat and a O2 sensor installed downstream after the cat in the pipe. The downstream O2 bung in the cat should be plugged. Hope this helps anyone else that may ever have this problem.

my current setup is o2 sensor, o2 sensor, plugged bung (cross over piping) which could be why im pulling the p0430 dtc

Yes, try to separate the sensors as far apart as you can by using the bungs you have. My rear sensors on both sides are in the Y-Pipe that has been modified for my true duals. Are you running Dynatech LT's? Also, if you have trouble even after separating the bungs, then try the Gotts O2 mod.
