What is this part on my intake and what does it do?

idk, because I am installing a Spectre 9920 cai into my truck, and I've been having troubles with a kind of air horn noise, and I was wondering if this would have something to do with it...

It's the idle air control chamber, in effect an air disruptor to make less air go into the engine. If too much air goes in, of COURSE it's gonna idle super low. Ugh lol
