Didnt see it mentioned but 2 electric cutouts before the cats would solve your need once in awhile to open it up. You'd still have the stupid cats on and avoid fines unless your city has retarded sound ordinances like a few do in AZ. Thats what I plan on doing in both my Fbodies and F150, I like a quiet ride most of the time, and sometimes I like it really loud.
