Loude exhaust in cold

Can anyone help, I have a 97 with a 4.6,Jet chip,Gibson S/T exhaust,Iceman intake,Tornado,Denso iridium plugs,MSD 8.8 wires. My problem is in the summer the exhaust tone was quiter,now with temps in the 40,s it seems louder and power seems to be less.
I checked the IAT sensor, and it seems ok with 4.78 volts and res. of 64K cold. And i took it in the warm and it dropped into the 40Ks. It acted this way last year too but then the warm weather came along and i left well enough alone as it ran great and the tone got much quieter.
All four O2 sensors are almost new with less than 5,000 mi on them.
Help me plz,

Does it do this when the engine is heated up?

Has your fuel economy dropped significantly?
