What is it? Why is it?

On the single exhaust pipe that runs between the Y connector and the muffler on my 2000 XLT with a 4.6L, there is a bell joint secured by a pipe clamp. Attached to the pipe clamp is a .5" x .25" steel strap about eight (?) inches long that has a short tube about 1.5" in diameter and about 6" long welded to it. The tube has caps welded in each end of it and runs parallel to the exhaust pipe and perpendicular to the strap. I can see no electrical connections associated with it. Does anyone here know what it is and what its purpose is?

is it right in front of the muffler? if it is, that is a vibration dampner. apparently, if you take it off, you get some wierd vibrations.
