The least expensive is probably just straight pipes if you can live with the noise levels.

also try www.neweraexhaust.com and look under Mike's Special. it's a Flowmaster SIDO muffler, dual 2.25" (I think) pipes out the back, and large chrome tips for $123 or $129. If I remember right it included hangers and clamps.

I have just recently purchased a new stainless borla exhaust for my 97 F-150, and I couldn't be happier. I got it from www.summitracing.com for $469.00, I had to call to get that price and their number is on their site.
It is not the most inexpensive exhuast, but as far as sound and performance I have the best exhuast compared to my friend with similar vehicles.
