Question Exhaust system Mods/ Lower operating Temps?

About a month ago I installed an aftermarket muffler. No complaints with the performance. However I have noticed that the engine water temp gauge is only coming up to about the one quarter mark and stays there.It used to set dead on the halway point. There is ample heat output, engine seems to be running better than ever and the fuel mileage seems to be better on the highway.
If Im correct a cooler running engine will be interpreted by the computer to richen the mixture? Is there a nominal temperature at which the computer does this? We all know the benefits from a cooler engine, is this a contributing/added bonus factor to the performance gains through better compression at lower temps combined with the free flow of an aftermarket exhaust?
Or is it all in my head?
I guess my question is How cool is too cool? I was thinking of installing a big ole electric fan with some sort of digital temp gauge and if I can find it a variable position thermosthat that would allow me to control when it opens.
