Question Cold weather starter problems

Problems with my 1997 F150. If the temp. is much below 0 degrees F the starter does not disengage after the engine starts. Repeatedly turning the ignition to the start position and back has no immediate effect. Turned the engine off and started it again and it still remained engaged after restart. It does eventualy release, but the last time it took aprox. 1 min to do so. This does not happen at warmer temps. or if the block heater has been plugged in. Anyone else had this problem? What do you think? Problem with the starter shaft, or could it be in the solenoid?
