Turns out I was right. The wires for the fog lights were ripped off further up the splice. I simply dug them out, installed the plug my bud got me from Ford and plugged em in. Work like a charm! Thanks for all the posts and help!

 

if you have a 99 bodystyle, you should have the harness behind the grille. My 99 expedition had this, you don't see any seperate plug behind the switch however, just buy a foglamp switch and plug it in. they will then work.
