I have a '09 f150 with something draining the battery.
It's on the 26 fuse (instrument cluster, key out inhibit solenoid, radio info display, radio buttons, key-in chime)
It's pulling 0.72 amps even after 30+ minutes.
I've unpluged everything until I found out that the drain goes away when I unplug the instrument cluster panel.
I replaced the cluster with a used one and it still has 0.62 amps of draw, and now the truck won't start. It has a blinking security light.
Any suggestions as to what the problem is?

You must wait a minimum of 40 minutes after ANY interruption of power or touching anything before making your measurement.
Failure to follow the correct procedure is guaranteed to cause wasted time and money.
It's not that it must be programmed to the VIN that is preventing engine operation, it's that the PATS system needs to be reprogrammed so that the cluster is "married" to the PCM and the transponder keys.

Clusters have to be reprogrammed to VIN.
