2010 F150 Trailer Wiring help

Hi, I have a new to me 2010 F150. I was told it came with the tow package (it has the ford 7 way and and 4 pin connector and transmission cooler, no brake controller) - from my reading this doesn't always mean its the tow package? I have two issues and I think they are related; on the the 4 pin wiring I don't have trailer running lights (stop, and Left / Right blinkers do work). On the 7 Way I also have no running lights, and no 12V charging and no brake controller (I wouldn't expect the brake controller since I don't have one). I have gone through every fuse and relay under the hood and verified they aren't blown and that the relays work (I pulled them and applied 12V to them). I did discover fuse 82 was missing under the hood and I put that in (Trailer Brake Control Module) in case that would have an effect. I purchased a 4 way and 7 way tester and they confirmed the above don't work (I also tested in another truck and these do work). I checked the plug at the back of the truck and there is no corrosion - looks brand new with lots of clean dielectric grease in it.

Does anyone have a wiring diagram and or suggestions of what else I can check? Does something need to be flashed (using Forscan or something to enable it)?

I'm not sure where else to probe for 12V and if there is anything special I need to do (I've read newer F150's need to be in Tow/Haul mode or have extra settings enabled I think?). I plan to use the Curt Bluetooth Brake Controller because I have a couple trucks without controllers that I pull some trailers with. I was told the previous owner never pulled a trailer so it may not have ever been setup.

Thanks

Download the owner's manual and look at the fuse chart so you can see which fuses and relays you actually need to test.

Thanks, I have the manual and from the manual I checked the under hood fuses and relays related to wiring:
Relay 6 - Trailer tow park lamp relay
Relay 9 - Trailer tow battery charger
Fuse 17 - Trailer brake
Fuse 21 - Trailer tow battery charge
Fuse 31 - Trailer tow park lamp relay
Relay 37 - Trailer tow left stop/turn relay
Relay 38 - Trailer tow right stop/turn relay
Fuse 45 - Trailer tow stop turn relay feed
Fuse 58 - Trailer tow backup lamps
Fuse 82 - Trailer brake control module (was missing, added in but don't think I need it since I'm not using factory brake controller)

After testing and verifying all of these with them all being good, I then checked all of the other fuses under the hood just in case something else was wrong but they were all good.

Also from the manual I checked fuse 33 - Trailer brake controller in the Passenger compartment.

The harness at the rear has a short run to a connector in the frame at some point near the rear wheel.
Obviously those circuits are open.
