No power windows or dome lights

No power windows or dome lights

After searching threads with the same problem, no final answer found.
2001 F-150, supercab.
#14 fuse keeps blowing.
I disconnected dome light, glove box light, and underhood light connectors.
Fuse still pops.
Removed interior light relay, battery saver relay and acc delay relay.
​​installed new fuse.
installed battery saver relay first (with a new one) and fuse pops.

Makes me think it's not in the dome light circuit as the interior light relay was not in at that point. Any further ideas?

Is there anything beyond the battery saver relay? Does this circuit feed the GEM Module? Any help would be great. It's starting to get warm and my ac doesn't work.

Well, I replaced the gem module and that didn't fix it. The old gem module looked fine, as well as the fuse box and all wiring connections. Not a bit of corrosion and no burnt spots on the fuse box. Could it really be the fuse box even if there were no signs of it ever getting wet? Any help would be appreciated, thanks.

Well, it wasn't the gem module, replaced that.

Update:. Replaced the gem module and the fuse box. Still no windows and the fuse blows. What next?
