Voltage guage

Im looking at a replacement cluster.... The pic the guy sends me shows the truck NOT running, but the voltage guage reads as if the truck is running. He claims the guage works.

Thoughts?

My guess is that the ignition is on but the engine hasn't been started. My dash is different so I'm not sure. FWIW on one car that I used to have, the voltage gauge registered as soon as I put the key in the ignition even if I hadn't turned it on.

If the ignition was on, it should show check engine, seatbelts, airbag, ect should it not?
