Turn signals not cancelling

Hi guys, I have 1999 f-150. The turn signals will not automatically cancel after I make my turns. I replaced the multi function switch. Problem did not go away. Any ideas???

There are only 2 components of the auto-cancel mechanism. The MFS, and the cam on the steering shaft (#8 in this diagram).

The cam has a spring-loaded peg that catches a notch in the steering wheel so it follows the wheel's movements. So if the wheel is installed, the cam should not spin freely.

F2TZ-13318-A was used on about 20 years of Ford truck models. Under $10 at any dealer (who has it in stock).
