Mode door actuator working sporadically

I have an 05 with manual HVAC controls. My mode door was not working so I pulled the actuator. The doors seem to move fine. The actuator would move sometimes and other times it would not while changing the vent configurations with the switch. I then tried a new actuator and again it would work but only sporadically. No rhyme or reason to when it would turn or not turn. How do I determine what the issue might be? How do I know if it is the switch or the wiring? Thanks in advance for any help.

Which actuator are you referring to:
the Panel Mode actuator
or
the Floor mode actuator ?

I thought there was only one. It would be the floor mode actuator I think. It has a white plastic cap which controls 2 doors at once. I had to remove the accelerator pedal to improve access so that I could remove the actuator from the vent.
