1994 F150 Horn Won't Blow

Brought it in for annual inspection and horn won't sound... they tested the horn itself and it does work... fuse was fine in underhood fuse panel. Dealer said it was the switches on the steering wheel... but both of them? Doesn't sound right. Any thoughts?

Does your cruise control work? Does by chance your airbag light flash, probably no to the airbag light flashing, but I thought I'd ask?

I believe the horn, the cruise control, and the airbag are all dependent on a good clockspring. If your cruise control doesn't work, I would suspect the clockspring being broken. If you work on anything in the area of the horn switch, be careful not to set off the airbag.
