high beam flash won't work

high beam flash won't work

I have a 1995 F150. It wouldn't pass vehicle inspection because the passing beams (high beam, pull-to-pass) wouldn't switch on. Found where a pigtail on the multiswitch shorted out and almost started a fire! Replace the multiswitch and associated pigtails. Got everything working.... except the passing beams. High beams work fine when turned on and left on, the just won't flash when you pull the flasher switch.

All my connections are okay, fuses are okay. Wiring diagram from Haynes manual doesn't show anything else that could be a problem. Any ideas?

Otherwise, I'm going to have to find a vehicle inspector that's not ****.
