high beams not working

high beams not working
1995 F-150 with a multifunction switch for the headlights, high beams, washer/wiper.
Went to have it inspected this morning. It failed. The high beams come on when you turn them on, headlights work fine to. When I pull back towards the driver to flash the high beams the high beams go off. The inspector said this is a safety issue. Fortunately he didn't charge me for the inspection. I've got the Hayne's manual for my truck but it doesn't say how to trouble shoot the problem. I think the problem is the switch that's mounted on the steering column (which looks like a pain to replace). Before I dismantle it, is there something else it could be?
