No power to handheld tuner port

Ok ive got. 2003 xlt with a 4.6 and just rolled over 198000 aamd did an oil change. The next day the check engine light came on. And trie to plug in my programer to see what code its giving but the port isnt getting any power. I cant find in the manual where it runs to and ive checked the fuses under the dash and they are all good so im stumped

Check the cancer stick lighter fuse - it's the same one for the OBDII port

The PDF version of the 2003 Owners Manual 1st page of fuse listings ( page 178 ), Fuse # 3, 20A, Cigar lighter, Data link connector.

Not too sure how you checked all the fuses in the cab fuse panel.
If you used a meter to check for +VDC on both of the pins on the back of the fuse, with it installed to ground, you should have found 1 side of fuse #3 had power, the other did not.
