Instrument/gauge panel problem
SO I just went to install my lightning gauge cluster into my 2000 f150 and everything works, How ever the Theft light won't stop blinking and it wont start. What is the problem?
Need to get the truck to a dealer to fix.

I took a quick look over the thread.
You can try to find a locksmith that does PATS work. Not just key cloning, they would need something like the Hicks unit.
2 things wrong with the cluster swap.
1. The PCM_ID parameter. This is a field stored in the cluster that pairs the cluster to the PCM, so someone can't bring a new cluster and the PATS keys programmed to it, to steal a truck, requires tools also,
2. The PATS keys in the HEC need to be erased and 2 key keys added in ( after an erase, the next 2 unique keys cycled through will be programmed ).
I think the PCM_ID parameter needs to be done 1st, but it has been some time since I read that section of the PATS operation in the service manual.
If you cannot find a locksmith that has equipment required to access the HEC in the cluster, dealer is your last choice.
BTW : I keep seeing the BS about how a tune for the PCM can bypass PATS.
Load-o-crap. PATS is not in the PCM, it is a function of the HEC in the cluster. This would require rewitting the section of PCM code on the multi comm network from the cluster to the PCM.
This is not where tunner s/w programmers ( i.e. tunners that sell tune ) do the bulk of their work.
