4x4 not working

I have a ford 2000 ford f250sd 5.4 my 4x4 will not engage.... it has the onfs with the manual auto hubs...have checked vacuum lines to hubs replaced checked fuses replaced just to be safe Manuel says there are relays but can not find them.......... do not hear relay click indicator light on cluster dose not light up will mot go into 4x4 with manual on hub...... now here is another question to consider.... if power is not getting to transfer case manual hub will not engage correct???? and even to they are manual on the hubs does the vacuum still need to be hooked up???? any help would be greatly appreciated i have been searching for weeks and read 100s of threads on this topic but yet have found my answer ty very much in advance

The first thing I'd recommend checking is the ESOF motor on the back of the Transfer Case. It's what shifts the TC in and out of 2 Hi, 4Hi and 4Lo. They have a nasty habit of checking out when you need them the most. I might also recommend a few light taps with a hammer on the side of it. This sometimes wakes them up.

Trying to figure out what your posts was getting at ?

You jacked up and shifted the transfer case into 4H and the front axle turns when it should be locked in ?

What fuses did you check, and how did you check them ?

what does this mean ?

The front drive shaft turned without stopping or would only turn an amount and stop ?
What does "tires moved a lil " mean ?
they were turning while the front drive shaft was turning ?

What fuses did you check ?
- As in the actual number and fuse panel location of the fuses.

How did you check them with the test light ?
