Keep blowing interlock shift fuse #15 on my 2002 F-150

Keep blowing interlock shift fuse #15 on my 2002 F-150

What can be causing this? I keep blowing the 5A fuse #15 that controls the shift interlock switch, the power windows and wipers. The fuse blows every time I try to put a new one in. Even with the keys out of the ignition--as soon as I insert the new fuse-it blows. I have tried looking for a short or frayed wire and cannot locate one. Could it be from backing a boat and trailer in the water without disconnecting the trailer lights? If this is the cause , how do I fix it?
