Ok, now I just got done checking the wiper motor terminal with a test light for power. I get a light when probing the high speed terminal and the ignition terminal at all wiper switch positions, and nothing at the park switch, park switch ground or low speed terminal in any wiper speed positions, including "off".

Chilton's says the "wiper control module" could be bad. There is no other mention of this module anywhere else in the book. I searched Rock Auto for it, and all I get is wiper motors. Any other suggestions?

I have power at the terminals where the mfs plugs into at the steering column. I didn't find any procedure for probing those female portions of the wiring, so i left that alone except for verifying power.

No ground indication with a test light when checking from positive battery terminal to the wiper motor case.

I know this is an old post, about 6 months old.
Did you figure out your problem? I'm having very similar issues with my '99 F250.
All my troubleshooting is pointing to the GEM (which RockAuto's catalog lists as a "Body Control Module" under electrical parts...
