Fuse #14 keeps blowing not typical problem though

Angry Fuse #14 keeps blowing not typical problem though

Ok here is the story. 99F-150 XLT 5.4 ltr. extended cab. So 3 or 4 times fuse # 15 blew. Well one day that had stopped but now fuse #14 blows as soon as it is put in, windows do not work, interior lights do not work, also park lock is activated. So I looked at the fuse box not showing signs of every being wet(like some other posts). pulled all bulbs fuse still blew.. Cut wires and taped off trailer hitch cause a few looked pinched and corrosion behind. Now went to change brake light switch because when examining it was cracked. would you believe it while unhooked fuse did not blow. Ok so I plug back in the new brake light switch and it blows.... Here is the twister part. So no fuse in fuse box for 14 with brake switch plugged in if I pull back on brake pedal switch I hear a click (sounds like it may be coming from fuse box) and if I press pedal while switch is pulled back windows will go up and down when I use the switches, interior lights will come on with the switches,....... I cannot find the short..... Anyone have a clue where to look? or what else to try??....

Kinda sucks I have to lift my one foot under dash and pull back on switch while pressing brake pedal to be able to use windows or have interior lights...

Did anyone ever figure out the problem with this? I have the exact same issue with my 02 Screw......

Which fuse panel are fuses #14 & 15 in ?
