Since I'm wiring individual bulbs to create the array, should I wire the LEDs in series or parallel?

With the 12V LEDs you are getting parallel, just like a set of aux lamps is.

The inline fuse between the LEDs and the parking lamps is a good idea, just make sure it is fused to the correct size ( 5A or less. I would say 1A for 10 LEDs ). We never got to that part of the install.

The relay or no relay: I am one to bang on the relay drum all day long, but for 10 LEDs, I would say inline fuse it only.
I put LED step lights on the bottom of my dash with a switch ( drop something, the dome lamps puts little illumination in the foot well worth trying to use ), and it is an inline fuse to the parking lamp circuit ( same install, just where the LEDs are going ).
