1999 Headlights & Foglights don't work

I've got a 1999 F150 5.4 and the other night while on a back road at around 1am my headlights and foglights all went out, I had to drive the next 2 miles to my house with my hazards only. When I got home I turned the light switch off but my parking lights and running lights in the back did not turn off, it was late and I didn't want to deal with it so I just unplugged the battery.

The next day after plugging the battery back in my parking lights would turn off with the switch but the headlights & foglights still didn't work. After messing with the switch some more the parking lights again wouldn't turn off unless I turn the ignition off then on...The ability for the parking lights to be able to turn off as normal is intermittent.

I checked all of my fuses and they all looked good, I've heard of the possibilty of the GEM module going out but I'm not sure if this is the case or not. My headlights, foglights, and highbeams (including the pass to flash switch) all do not work. Any ideas what could be causing this?

Is your truck equipped with either DRL or Autolamps?

When you checked the fuse for the L & R low beams with the main headlamp switch turned to the head position, did you have power at the fuses ?

With the headlamp switch in the off position, does the FTP function work ?
