If you mean immediately after you start the engine or turn the key to the run position, then yes, there is a delay built-in before they will operate. But, the delay is only for about a second or two.

Exclamation

There is a TSB for a condition similar to this. My radio sometimes doesn't turn on. It has only happened twice in 1.25 years so I am not concerned. I hope this helps.

I have a 2001 f150 which just started to do this.
It is random, in that it does not always happen on every start-up. but when it does occur, it is right after I start the engine One time, it took around 5-10 minutes to start working again.

Question

How about when only one window doesn't work and the dome light does?

It is a relay or solenoid that is sticking. Next time something like this happens, check to see if your dome light works. When this part. item sticks, you lose you power windows and dome light. Wait a little bit and you will hear a click or pop from somewhere near your left foot (that is the relay unsticking). The everything should work.
