I have the two screws out that hold the assembly but there much be another catch or screw somewhere holding it in. How do I get to the bulb?

 

Your right, there are only two screws for the tail light on the inside of the tailgate. There are some pressure catches on the bed side though. The easiest way I've found is to just rock the assembly back and forth and it will work out of the gromets.
