How is this done? There is a notch in the rear part of mine that looks like you should stick a screw driver in there to pop it off. I had no luck trying this though. It looks like there are 4 metal hook type brackets holding the cover on. How do I unhook these without damaging the cover?

Violently... Wish I didn't have to say that... Had mine off twice and my buddies off once. They survived the necessary force it took to remove them. Guess the best I can describe it is to pretend to be clawing your way out the roof (or dome light, heehee)... Palms applying front to rear pressure on the front side, fingers clawing at the rear edge in a rear to front motion so there is a bit of squeeze to it, all the while violently pulling down... I was afraid to use anything sharp so did it this way... Once you get it off look at it closely and you'll see how it's in there and most likely never have any problems again. My 97 was the same way and it survived repeated violence. Hope yours does too.
