HELP! 99 Expedition electrical weirdness
Hi,
I'm a noob here and this is my first post. Thanks to all who help, as I've gotten useful information from here over the years. Hopefully this post will help some else who runs into this issue the next time.
I have a weird electrical issue (issues?) with my 1999 Ford Expedition (Eddie Bauer 4WD). We had a fairly heavy rain last night and when I went out to start it this morning, it was dead. When I hooked up the charger, the climate control fan started blowing full blast, even though there was no key in it (that explains the drained battery
)
After a lot of fruitless messing around replacing relays in the main cabin fuse panel and checking for moisture behind it (and using a hair dryer on it, too), I still have issues with the climate control and interior lights & radio:
Climate control:
Key OFF:
Radio, door lights, dome light, door ajar alarm:
Key ON, Transmission in PARK or NEUTRAL:

Climate control:
Key OFF:
Blower runs full blast, must remove fuse to get it to turn off. NOTE: Blower remains off when fuse is put back in until the ignition is turned on again.
Key ON:Blower turns off until it is manually turned on, runs completely normally.
Radio, door lights, dome light, door ajar alarm:
Key ON, Transmission in PARK or NEUTRAL:
All operate normally.
Key ON, Transmission in R, D, 2 or 1:Radio, door and dome lights turn off, dash indicators / alarms (4 WD, wiper level, and door ajar alarm) will occasionally flash.
I can sometimes hear what sounds like a relay clicking on and off after the engine is turned off, too, but it is inconsistent. It sounds like it's coming from around the steering column.Any ideas? Many thanks!!!!

Between the list of symptoms and the rain, I am going to say the GEM is wet.
This is usually from a leaking windshield on the driver's side, but other members have said it is from a leaking roof panel.
The GEM is bolted to the back of the CJB ( aka Central Junction Box, cab fuse panel ).
If the Expedition is the same as the F-150, the CJB is by the hood release on the driver's side lower dash panel ( by the knee / anti submarine panel ).

Thanks for the quick reply. I took the lower dash cover off and removed two top bolts on the CJB, but it didn't appear to budge (didn't remove the lower ones yet). I also see a white box with a number of wiring harness jacks going into it bolted to the firewall behind the CJB. It has 13355 written on it and is clearly marked "Ford Electrical" on it. Is this the GEM?

SScully!!!! THANK YOU!!! I found the GEM bolted to the back (a PITA to get to, but I got it). And it was WET! I'm drying it off now, will post back with my results. THANKS AGAIN!!!!
That has to be a record ! 
I have emailed people the PDF instructions on removing the GEM, and don't recall it being removed dried and reinstalled that quick.

I had the lower dash exposed already and a blow dryer at the ready, so most of the work was already done. 
Just to be clear, I found two big "plugs" bolted into the lower backside of the fuse panel, and removed them both (one had a brown base, the other a white base). They appeared to be the wiring harnesses that connect all of the electrical stuff to the fuses and relays. The white one was wet, so I ran the blow dryer on both plugs and their receptacles, and this cleared up the issue.
Was that the GEM? If not, can you send me the PDF in case I run into this issue again before I can seal the windshield and drying the harnesses doesn't fix it?

Looks like my issue was with the wiring harnesses, not the GEM. The GEM would have taken a bit longer to get out, but not much, I was pretty much there.

Electrical Problems with 99 Ford Expedition Eddie Bower 2wd
My 99 Expedition is having problems starting some mornings. You have to click it put back in the off position and repeat until it starts. Other morning no problem, first turn it fires up. Also the signal work when they want and recently the cigarette lighter and charger no longer works? Once this started happening my check engine light came on. What's going on? Any ideas? Please help!
