weird starter and lights problem

weird starter and lights problem

hello i am new to f150online and it looks like a wealth of info. i have searched but cant find a problem like the one i have.

the truck is a 1998 f150 with 5.4 gas enigine and auto trans.
the problem is that while the engine is idling, the starter will once in a while engage for a second or two and when this happens the park lights (front and rear)come on sort of dim and the cruse control lights on the sterring wheel light up and once in a while when the headlights are turned on the blower motor will turn on high. after the engine is shut off the park lights and cc lights will stay on and there are times the spedo wont work either.

this is a list of things that have been replaced in an effort to fix the problem
starter
starter relay
gem module and cleaned and greased the connectors.
headlight switch
ignition switch

this info may help. i have checked the starter relay wire (the one that engages the relay) for power and with the key off = no voltage. key on= .03volt
engine running the voltage will start low..40v and eventually over 3-5 minutes become battery voltage 14.5. i also checked the amperage at the same time and it also climbs from .20 amp to .94 amp then is when it engages for a second then the cycle starts over again.
this problem seems to manifest itself after a rain.
there will be times it will go for a week with no problems at all.
i am wondering if there might be a ground for several circuits somewhere under the dash or elsewhere that could affect the relays or someting in all the circuits that are acting up.
sorry my first post is such a long and weird one but i sure would be thankful if someone could help. this is my friends truck and he sure could use the help since its his only vehicle.

just thought i would post that i found the problem. it was the cjb. removed and dried it out with the heat gun and problems went away.
