windsheild wiper problem
A bone yard and the dealer are the only places you will find the GEM at.
Any part can be purchased from a dealer for the work to be done somewhere else, no real such thing as a dealer only replacement part.
You can try cleaning the contacts, not real sure if it will work, depends on if it is only corroded contacts or something else wrong with it.

what i meant by the dealer only replacement, is-- does the gem need to be programed or can i just plug a new one in. or is there another way to install a new one. sorry for the confusion
As long as you get one for the same model year, you are good to go.
Think the 97 & 98 are interchangeable, but 1999 to 2003 I am not sure of ( a lot of the item changed in those 2 ranges of MY )

Considering you have already replaced the MFS, the wiper motor itself or the GEM are the only parts left, unless you can find where the wiring might be making contact between the steering wheel harness and GEM.
This would require both power and the wiper circuit to be scraped clean, and make intermittent contact, without touching ground and blowing the fuse.
The GEM types :

At this point there is not sure thing until you try. With the new MFS installed, and the problem starting when the rain hit, kind of points that way.
