Head light help?
On the topic of the bulb itself :
Your MY , you can get the Silverstar Ultra bulbs.
These are a step up from the standard Silverstar line.
Back in 2004 I got the OSRAM ( same company just the EU name ) EU Silverstar bulbs for my motorcycle ( H4 ) and replaced the US Silverstar bulbs I had in there. It was a step up light output wise, and actually had ~ 0.25 A less draw.
I compared my bike with the older reflector to the newer one, and the light output on the older bike was better.

On the topic of the headlamp housing :
The lens might need to be polished, as it could be milky white
A plastic polish kit like this :

Would do the trick if this is the case.
If the lens needs to be polished, best to look at the interior, to make sure the inside does not have problems from moisture. This can happen if a bulb was replaced incorrectly, or if the seal was damaged from road debris.
I would start with checking the inside of the headlamp, then compare the outside to the pictures in that link, and do a plastic restore to the exterior if the inside is good.
If you need new headlamp housing, look at the Lightning type headlamps ( the clear ones ). You can get the actual Ford ones ( big $$ ) or some on here have the aftermarket ones and have had great luck with them. These are the clear version for the 01-03 MY Lightning ( think they are 100% direct fit to the '99 MY truck - confirm in the 1997-2003 forum )

its shouldent be the lens i have the aftermarket clear lightning lens and corners there still brand new looking its just that the output sucks my low beams with the fog lamps are better than my brights and it pisses me off every time i get in my buddys chevy the the point im considering puting some daylighters behing my grill

There should be a void at the front of the truck, but the beam should be wider and father out on high.
