Warning lights stay on even when truck is off.

My buddy has a 1997 F150 4.6L 4WD with some strange electrical problems. When you turn the ignition off and pull the key out the warning lights stay on and the fuel gauge, battery gauge, etc. go up to their normal position as if the vehicle was either running or if key was in the accessory mode. A strange clicking can be heard coming from a relay under the hood. I replaced that relay with a known working relay with no change. We disconnected the battery. His heater core also recently went out so I don't know if there is a connection because of the vapors behind the dash. Any help or advice is appreciated. Thank you.

Sounds like a leaky windshield that has gotten into the CJB and the GEM module.
