After reading some threads, I've narrowed down my random no start problem(flashing theft light, odometer turns to -------) to be the pcm relay.

Is this a simple unplug and replace with new one or do I have to disconnect the battery at any point?

Just unplug and replace. With the ignition switch off, there's nothing to be concerned about.
