Could be a stuck brake switch. if they are on all the time, you should be able to shift from park to drive without pressing the brake pedal.
The turn signals, do they work when the truck is in the run ( not started position ) ?
Do the 4 ways work when the truck is off ( brake lamps would still be on ).
If the 4 ways work, it could be a bad MFS also ( in addition to maybe a bad brake pedal position switch )
