Horn Problem

My horn will honk if the ignition is off, but will not honk if it is running. What could it be, the relay is ok. 2002 f150 4x4 5.4L

does it matter which direction you have the steering wheel ?

With the truck running, try turning the wheel, while pressing on the horn.
