ignition Problems

Gentlemen i have a problem with my uncles 99 E250... the ignition tumbler will not turn at all.. i checked the brake switch wire, its good, tried turning the wheel really hard both ways, tried playing with the shifter, pulled the lower shroud off beat it with a hammer, soaked it with wd40, wiggeled and wiggeled it, and nothing.. i honestly believe that the key is jsut so worn out it wont let the tumbler turn... it goes in and out of the tumbler with great ease. for example on my 98 f150 u can here the key strike all the fingers in the tumbler as it goes in.. on this van u dont hear too much of that.. the thing is i tried releasing the tumbler by pushing the pin on the bottom but ifi recall dont you have to be able to turn the key forward to key the tumbler out?? if so then i cant even replace the tumbler even if i wanted too.. wth.. please help..
