My horn is almost not working. It produces a very low, weak sound. I removed them and the sound like they have water inside. Will they dry out? Can I drill hole(s) to drain them? Should I just purchase new ones? Thanks guys (and gals)!

 

horns are probably shot they are mounted on the passenger side of front bumper.
