draining battery and blowing gem fuse

I have a 97 ford 150 that is draining my battery without anything on and keeps blowing the gem fuse. Would this be a ignition problem?
Thanks Jeff

I pulled out the gem and it does have that burnt smell and the circuit board is discolored around the plug on the back, so did the gem just go bad or did something cause it to go bad?

I went out to charge my battery and notice that when i charged it the first time i had my charger set on 24 volts, could this be the reason my gem has that burnt smell even though the ignition was off. Would it have bypast the ignition and hit the gem?
