Theft Light Flashing After Changing Cluster?

I put a used instrument cluster in my 1999 F150. Now the theft light flashes fast with the key on, and the truck won't start.

Well, duh...

The cluster and the PCM have to be linked to each other using the dealer's diagnostic computer.

You only have two choices: Reinstall the original cluster and drive it to the dealer for them to do the swap (if they will) or tow it to a dealer and have them do the work.

Be sure you take at least two PATS keys with you.

Do you know if this can be done with a SnapOn scanner?

i dont believe you can do it with just a snapon scanner
it needs to be done with a dealerships ids, pds what ever they use
it needs to be programmed with the info from the old cluster i believe
and the pats system has to have a perimeter reset
