Theft Light Flashing After Changing Cluster?
Well, duh...
The cluster and the PCM have to be linked to each other using the dealer's diagnostic computer.
You only have two choices: Reinstall the original cluster and drive it to the dealer for them to do the swap (if they will) or tow it to a dealer and have them do the work.
Be sure you take at least two PATS keys with you.

i dont believe you can do it with just a snapon scanner
it needs to be done with a dealerships ids, pds what ever they use
it needs to be programmed with the info from the old cluster i believe
and the pats system has to have a perimeter reset
